Install WAMP server, then search localhost inside the browser's search bar, ensure that you are turn on the WAMP for that when you installed just search on windows and make the option run as administrator. once you start the WAMP search for localhost and the phpmyadmin will displayed on your browser then click on that and import the database from the given folder
